I know next to nothing about refrigeration and I was wondering what the most effective and efficient cooling method on a very small scale, about the size of a small laptop?

hi, from the top of my head the most efficient and effective cooling method is a diabatic process, it uses water and it's very cheap and easy to maintain, you can check how it works on this video (sorry some of the text is in Dutch)
